That's how prepaid phones are here. It's $100/year just to keep it live. ($25 every 3 months that rolls over if renewed, or $100 all at once that's good for a year.) If not used, it expires.
From a business standpoint, I know they set it up that way because the market supports it. Most people use the phone and get used to using a phone more than that. Mobile has certainly taken the place of land lines. Or if they don't use the phone, their "loyalty" is locked in because they don't want to use the rollover balance.
