I don't have the book with me any more, as it was a library book -- but so far as I remember it has a comment along the lines of "you can get away with many of these things if you are a Great Author", but not in the context of amateur prose in the publisher's slushpile.
Getting published is always a bit of a gamble, I think. I believe several best-selling authors have submitted books under a pseudonym with less-than-stellar results...
I have to say that I had a fanfic recommended to me recently in which once the author had finally got her couple into bed with one another the last ten chapters or so consisted of *nothing* but the characters sitting in the same room angsting about their feelings day after day -- it literally became a relief just to have a scene set in a different location! They never went anywhere and nothing happened but endless coition :-(
