With hindsight I can see that it definitely does have that 'fanfiction' feel to it -- high-quality fan-fiction where the author has done research and has writing talent, but is still at the heart of it more interested in the Feels about the protagonists than about the ostensible plot.
It's a good cross-culture romance, because that's what the author wanted to explore. It's a rather cursory spy thriller, because that was just an excuse to create the desired scenarios in the first place.
