Not sure which version of Windows you're using, but in Windows 8.x, you can get to the "Ease of Access Center" through the Control Panel. There, you'll see options for modifying keyboard functions. What you want, I think, is to "turn on sticky keys." This lets you work multiple key combinations by pressing one key at a time (I just tried it, and it does work with Ctrl-Alt-Delete).
